Can I create a deck without generated pictures?

Yes. The imagery setting lets you choose automatic generated imagery or none.

What happens when I save a slide from the design editor?

The editor works on one slide at a time. Saving replaces that slide with a rendered full-slide image in the deck and produces a new export, so the saved result does not retain separate editable presentation objects.
